Microsoft MapPoint (review) only covers North America or Europe. Microsoft Streets & Trips (review) covers North America. Microsoft AutoRoute (review) covers Europe.
You could look into using a Garmin software product. If Garmin doesn't offer its own maps for the area you need, then you may be able to perhaps find Garmin-compatible 3rd-party maps.

Maps of Iraq are going to be hard to find as most of the commercial providers are not able to map it - if they offer Iraq it will be based on older maps. The one possible exception is "OpenStreetMaps" which offers open source data - quality and coverage varies greatly, even within a single city. Getting the data is easier enough, but then the problem turns into one of finding suitable software to do what you want, that can also handle it.
