Microsoft MapPoint 2011 Drivetime Zones calculation

In a general sense, how does MapPoint calculate it's drivetime zones? Is it based on actual measurements, some proprietary algorithm, some other relationship with an outside vendor, etc. Also, I presume that the zones are calculated based upon the presumption of no traffic, but I'd like to have this confirmed if possible. Any clarifying help whatsoever would be greatly appreciated.
