I see that my profile rating is based on my blog post and tech net wiki article.
For example I want to post some article but I can't find the way how I can do that.
As I can understand only Microsoft staff can post blogs posts. And ordinary people only can comment it. Am I right ?
So I can post my article on Google services and other but it will not be affect on my profile rating.

Yes, you're right: only Microsoft employees can have a blog on MSDN or TechNet; you can comment a blog's post or you can be invited to contribute to a blog as a guest blogger (this is up to the blog's owner, of course).
You can contribute to the TechNet Wiki and earn achievements for this: read the articles that you find at the following addresses
