Should the system user for executing programs be used by the power user?

  We always have a system user of dynamics only to execute programs such as plugin and website.
  Now we are wondering if the system user should be used by the power user of the company which we introduce dynamics crm to.
  Because the license fee is not that cheap just to be used for executing programs.
  In general, should the system user for executing programs be used by the power user?
