Calling from Outlook Contacts

  Dialing from the OC Contact list seems to work just fine. But when I try to make a call from my Outlook contacts, it seems like the phone normalization rules aren't getting applied. Calls are failing.
  
  For instance, calling (555) 555-5555 will automatically dump out because the 9,1 aren't appended (9,15555555555 would be the proper format).
  
  I'm sure I'm missing something.

  Just to add a bit... Numbers that are preceded by a +1 work. The + changes to a 9 automatically. I don't know why, or where this happens or what is causing it. If I could find this, perhaps it would lead me to an answer for my question.

  It looks like my registry entry "PhoneNumberNormalizationRules" isn't populating properly. I don't know how to correct this.
