Disqualified genuine system bought from a Systems Integrator

  This July, I puchased a system with Vista Home Premium from a SI in Ohio. When I ran the bonus pac test, it informed me I did not qualify.
  
  The iagnostic tool indicates a genuine system.
  
  please explain why I do not qualify.
