Unauthorized change to Windows
I have been running Windows Vista Business on an Apple MacBook Pro under a boot camp partition since August of 2007. I have used that partition with both Parallels Desktop and VMware fusion during that time period with minor WGA annoyances. I had to re-install completely once in the past because WGA authorization locked me out. It was my understanding that it did not violate the EULA to use Vista Business under a virtual machine or directly on the same computer.
I installed an update to VMWare fusion, 1.1.3 that was supposed to improve compatibility with WGA in early June. I don't recall seeing any problems with Validation. I had some hardware compatibilty issues with VMWare fusion and was running Vista in native bootcamp mode for two weeks. When I started up VMWare fusion again, I got the message
This copy of Windows did not pass genuine validation.
Either an unauthorized change was made to your Windows license or a software program installed on this computer is not currently compatible with Windows Vista.

Unfortunately, Boot Camp (http://www.apple.com/macosx/bootcamp/) Parallels (http://www.parallels.com/en/products/desktop/) and/or VMWare (http://www.vmware.com/). are not supported by Microsoft to host any Microsoft OS.

Support policy for Microsoft software running in non-Microsoft hardware virtualization software
Microsoft does not test or support Microsoft software running in conjunction with non-Microsoft hardware virtualization software. For Microsoft customers who do not have a Premier-level support agreement, Microsoft will require the issue to be reproduced independently from the non-Microsoft hardware virtualization software. Where the issue is confirmed to be unrelated to the non-Microsoft hardware virtualization software, Microsoft will support its software in a manner that is consistent with support provided when that software is not running in conjunction with non-Microsoft hardware virtualization software.
That being said, your Diagnostic Report is showing a Tamper Time Stamp (TTS) with a "T" in front of the time stamp. a "T" type tamper is also known as a Trusted Store tamper. This type of Tamper is usually caused by a Driver that is not fully compatible with Vista. My suggestion is to confirm all the Drivers are the most up-to-date.
Although it is not supported by Microsoft, I do see that people have successfully done what you are attempting to do. My suggestion would be to follow the above Boot Camp, Parallels or VMWare links and see if there are any support infomation available as well as search the internet for How Tos.

You can only use the same Windows Vista license for just one (1) installation on one (1) computer. If you installed your copy on a computer and again in a VM, that counts as two (2) installations. In order to resolve your non-genuine licensing issue, you'll need to purchase a second Windows Vista license for the second installation and change the product key.
The Vista Licensing Terms (EULA) clearly states "You may install one copy of the software on the licensed device".
