Error while trying to run project: Unable to start debuging. Access is denied.

I am trying to remote debug a project built locally on a remote machine. I am admin on both boxes I am a debugger user on remote box I am a vs developer on remote box. MDM and the remote debugger tolls are properly installed. The project is a vb 2003 .net application.
