Not possible to scroll through disks/folders after using drop-down saving or opening files

Problem:
When a user wants to save or open a file in MS Project 2003 Professional and has used the Drop-Down box to select the needed drive, he can no longer select any other folders or disks. The only button that remains clickable is the CANCEL button. The menu can be 'unlocked' only by hovering the mouse over the selection tab with icons (My Computer - My Docs - etc etc) on the left - right click - Open.
Checked:
The pc is clean of virusses - Running the latest SP both Win XP & MS project (3) - Did a Repair - Reinstalled - It is not profile related > Same problem logged in as different user - Not a case of non-existing network drives e.g. being checked for > Same problem with a user without mappings.
Does Anyone have a suggestion as to how to fix this?

Gosh, but that's a mystery. You probably checked these:
: does this happen with other Office Applications? Can user access the drive/folder via navigation through Windows Explorer?
: Does the person have permissions into the drive (fully path downwards to the folder)?
: Does it work if navigating to something that clearly user has permissions, e.g. "My Documents" on the c: drive. (Doing a test to a local C: drive eliminates the network and network file system).
: Did it ever work? If yes, then what changed?
My hunch is that it's a matter of permissions on the file system. Unlikely to be something with Project. Just what permissions is a mystery. Hard to debug here.
