Why does "Quote" always quote all the previous person's saying?

I notice that when I click "quote" button,it will quote all the previous person's saying?Why?Sorry I don't think it's a good design,we should quote as what we've choosen and then reply(Considering it that maybe there're a few related questions in an issue,So I've to quote them one by one,with one answer replying to each of them).
Just like this:

Answer1
Question 2
Answer2

Hi,
I do agree with 编程志愿者. When we need to answer on steps to lengthy question it takes bit work to format..It would be great we can Quote on selected text.

One of the most awkward things is getting rid of people's externally formatted sigs. So just not including that would be a good start. ; }

When the post I am quoting is too long, I just remove the parts that don't apply to my new post. I add dots (. . .) where parts have been removed.
The OP's concept of highlighting the parts you want to quote has merit. But there would be a learning curve for users who are used to the way it works now.
