Entity Picklist Attribute

When attempting to add a new item in a "picklist" attribute, the dialog box "Add List Value" comes up with a default value of 200,000. If I attempt to overwrite this value with what I consider the next logical value (meaning, in an existing list of three items, a new item to the list would have the value of 4), another window appears saying "You must enter a number between 200,000 and 2,147,483,646." Should CRM function this way? Is there a way to force CRM to default to the next logical number in a given picklist?
This is only occurring when I attempt to customize system entities, NOT an entity that our organization created.

Yes, that is how it works with CRM 4.0

this is default behavior of MS CRM picklist.
you can add more values into picklist.. http://blogs.msdn.com/crm/archive/2008/02/08/pick-list-and-bit-data-migration-using-dmm.aspx
