How can I sign in as Administrator to download Windows Updates?

OneCare tells me I am missing some critical Windows Updates. When I click on the message it sends me to the Windows Update web site where I receive the message:
Network policy settings prevent you from using this website to get updates for your computer. (Error number: 0x8DDD0003)
I interpret this to mean that I am not signed on as Administrator. I am the only person who uses this computer. When I turn on the computer there is no option given to sign on as Administrator, only my name. How do I fix this?
