I am looking at various PBX solutions and have had lots of luck with PBXNSIP as it handles the SIP over TCP issue fine.
Now instead of spending a lot of money on PBXNSIP im wondering if anyone has used any open source PBX's (hopefully running on windows) that are easy to setup and get working with Speech server. Essentially I wish many users to register on my PBX and then dial my speech server and run the app I have developed. I can do all this currently but only with commercial software called PBXNSIP.
I have read a lot of info about various open source PBX's being able to do this but they have to use a SIP proxy and its at that point I get lost

I am looking for a solution with SIP over TCP. You have a solution with PBXNSIP. How did you config the PBXNSIP. I will be happy to find a solution for connction the Speech Server to the rest oft the world over VOIP Providers. Nevermind it is commercial!

Use an Ingate Siparator device to connect to a SIP trunk. I can get you a quote if you want one fairly cheap.
You can regester several Sip trunks and configure call routing to a speech server.
I connect mine to Vocalocity.com one phone number for 25$ a month can answer 15+ calls at one time all using same phone number. This device can be used instead of PBXNSIP its a hardware device.
