Hi Tireman,
Generally speaking, the software does a good job of not including unpaved roads in routing. However, there's no 100% guarantee these roads will always be excluded.
I'm not aware of any sure way to automatically generate routes, in this software, which would exclude (or include) these roads.
The following are two somewhat-related discussions that may show problems users face when trying to exclude or include difficult-to-pass roads:

I did not see what version you are using but in the 2010 and the 2011 version there is box in the options that will let you make some roads less preferred than others
It does not say unpaved but you may play around with it andsee if it works
I have never been sent down an unpaved road unless I have the route chosen as shortest then it may send you any where
If you look in options and then segments and click preferred you can make changes
or options segments and then see how your route is listed out beside each route will be the way it is sending
say from dallas to denton to gainesville to okla city if you have each town on your route dallas 1 denton 2 gains 3 and okla 4
then in seg it will have dallas to denton preferred or quickest
denton to gain maybe something else and so forth
try changing thoase up from whathey are to something else you have shortest quickest and prefeered to choose from
