how do i start a project and use the tools

i need to no how to use visaul basic the main problem is what all these technical words mean and how i access them and use them to start my first project i have done a fare bit with computers in the last 5months but programing is my interest i dont no anything about it so i was told that visual basic is the best place to start
may i ask for someones help please :) many thanx
