change to navigation "File"

Hello together,
we would like to change the top level navgation bar with the „File“ navigation itemr a certain security role or user group. This regards removing the "Options", "New Activity" and "New-Entity"buttons
How can this be done ?

That can be removed in a supported way by controlling the user access to Activities and Entities through user security role. If the user does not have permission to create a record of a particular entity... that would not appear in the New Record list.
