Hi, You should look at the HPC Basic Profile support in Windows HPC Server 2008. This will allow you to develop metascheduling across Windows and Linux clusters.
You should use virtual machine implementations for Windows and linux clusters, so you can do your research on a limited number of machines, or even a single box.
