Locked Communicator Web Access Plugin Installation Error

    Running a clean install of Windows 7 Professional 32-bit and Communicator 2007 R2 version 3.5.6907.0 on a Dell D630 and D830. UAC is turned on to the default setting. I'm logged into the workstation as administrator.

    Trying to install Microsoft Office Communicator Web Access Plug-in (x86) v3.5.6907.0. Begin the install by right clicking and using the "Run As Administrator" option to install the file CWAPlugin.exe, installation begins and receive the error, "Cannot install Microsoft Office Communicator Web Access Plug-in (x86). Turn on User Account Control in Control Panel and run usetup again." 

    Tried every UAC setting with reboots between changing settings and receive the same error message.
    Tried extracting the MSI from .exe and using every possible switch and receiving the same error message.


    Any suggestions?
