crm 4.0 bussiness unit

  Hi,

      In CRM 4.0 i am not able to create another parent bussiness unit. Is that not possible. If i create child bussiness unit and assign a user to that child bussiness unit and after giving security role. when i try to log in to crm 4.0 using that user i am getting the below error.

   

  " The selected user or the user trying to logon has not assigned a security role and does not have sufficient privilages for this action. For more information contact system administrator."
