Replaced Hard drive -> product key in use

  This is a computer from years ago with Windows Vista Business (OEM). The old harddrive failed and I replaced it (I believe that's it, it's been a while and since then I've mainly started using a separate computer). Now I've been getting the "this copy of Windows is not genuine" message and I can't set a permanent wallpaper. As I understand it I should be able to continue using Windows if the harddrive fails however when I go to activate online it tells me "The product key you typed is already in use". I noticed other recommendations to activate by phone but that hasn't appeared as an option for me.
