major problem running windows 7 back up deleted

Hello,
i need some help i have windows 7 on my destop and i'm not exactly sure what happened i can get to my files ok. but i cannot access internet, cannot do system restore, cannot use back up cds they get denied(cannot access key, somehow my back up seperate drive is empty), and cannot go back to factory defult. original operating system is windows vista home. i have product key still for vista i donot mind having. I cannot acess system recovery does not exist, so i dont know what to do.I need some help.
I do not have one care but i backed up all my files.
my comp has 2 hard drives main C and back up D (empty). i would like to reformat if possible.
