    I am trying to create an exe file from the msi file. I want to know whether my msi will be able to install .net framework if the user system does not have the framework.

    If not, what is the way to resolve this problem as I want an EXE file not MSI file

    I think you put this question in the wrong forum. I would suggest a forum that deals with the specific language you are working in or Visual Studio.  This forum is for quesions around project professional.  I would look in the MSDN forums too.
