Subjective to how you define an "average person." If the average person has had exposure on the technology he is taking an exam for (irregardless whether it is a developer or an infrastructure exam), uses the technology on a regular basis, then a week or two may be enough for preparing for an exam. It will also help if he attends an MOC training to fill in the gaps he may have with the technology concerned.
However, if the "average person" comes in without prior knowledge on the technology in question, he may need a longer prep time. Aside from attending an MOC training, it is also recommended that he tries out the technology on a test lab to get a better feel of its "internals."
Having said that, mileages vary, it all boils down to the user's skills, attitude and knowledge.
