OneCare unable to install even after removing Symantec (Norton)

  I've tried installing OneCare numerous times and I've followed the prescribed troubleshooting process.  OneCare unable to install even after removing Symantec (Norton).  Per the help page's statement, I'm contacting you for assistance after removing my firewall.  What is the next step in troubleshooting?
