Can't empty Recyce Bim

  I wanted to delete most files in my external hard-drive so I could start over...it
  was getting full.  But, all the things I deleted, which went to the Rcycel Bin, are actually tied to my
  C-drive. Because the files I deleted from the external drive are all tied to my
  C-Drive, the Recycle Bin won’t let me empty it.  Is it possible to delete the current Recycle Bin and replace it with a new, now empty one.  Or to empty the current one without having the items also to be removed form my C-drive? I have Windows 7. <o:p></o:p>
