Unable to log on locally or remotely. Unable to reboot. Unable to get to Dashboard.

I am unable to log on remotely or locally as I get the below error:
"The task you are trying to do can't be completed because Remote Desktop Services is currently busy. Please try again in a few minutes. Other users should still be able to log on."
I am able to get to shares at this point, but any remote or local access is denied including dashboard access. I did add the shutdown/restart ability to the login screen via the policy editor and can try to restart the computer. However, it never actually reboots. After selecting the restart option, the login dialog goes away and it just sits there with the default background. I never see the expected messages like "Logging Off User", rebooting or anything. I eventually have to hit the reset button.
Anyone else experiencing this behavior?

In the event log, I do get the below warnings when I try to log in. There are no other warnings or errors prior to this to indicate a issue:
