    I received this error importing an unmanaged solution from my development instance to my staging instance. 

    "No rows could be found for LocalizedLabel with id <guid> if LocalizedLabel were published"

    The import log shows this failure occurred on the form.

    Hello mosbySE:

    Once I also faced the same issue while importing the solution. This issue comes if language setting in CRM server and your machine is different.I was not sure how the settings got changed but when I tried to import solution from other machine having everything as default setting, it got successfully imported.

    You can also try the same.
