Is there any way to submit a job and put it on hold?

I was wondering if CCS supports a method of submitting a job and putting it on hold.
I understand this can be done via the shell utilities and ccsapi since the job submission consists on a number of steps (create a job, create a task, add the task to the job and add the job to the cluster).
The problem is that, when our users submit the jobs directly using the GUI (Job Manager) the job always gets started imediatly.
Is there any way to submit a job and put it on hold until the scheduler tells it to start?

If you pause all compute nodes, all jobs that are subsequently submitted will be held until the nodes are unpaused. During this time, jobs that are already in execution on the compute nodes will continue to run until finished/canceled/failed.
