  I want to build scheduler with three services

   

  1- submit job

  2- gathering information about avaliable resource

  3- schedule job over resource depending on some policies

  4- exeute job on required resource

   

  does HPC help me ??

  how I can program with HPC ??

  what the suatable Langauages
