  Not sure about SQL Script, but you could do this using Powershell. See Paul's blog post here: http://pwmather.wordpress.com/2012/01/17/create-and-publish-a-project-in-projectserver-via-powershell-ps2010-msproject-sp2010/

  You could also try using the Demo VM provided by Microsoft, that has many pre-created projects.

  There is a data population tool for Project 2007 - it should work for PS2010 - http://epmdatapop.codeplex.com/
