ArgumentException: Cannot set voice. No matching voice is installed or the voice was disabled.

I'm building an application that uses the Speech SDK 5.1 and encounter a weird problem - none of the voices but 'Microsoft Anna' are functional though appear in the list provided by System.Speech.Synthesis.SpeechSynthesizer.GetInstalledVoices and are all enabled.
The error I'm getting when trying to set a different voice is "Cannot set voice. No matching voice is installed or the voice was disabled."
Any help will be appreciated,
