Very odd question; my imageress.dll is un-deleteable (even from an external operating system)

I enjoy "updating" or changing my system icons in imageres.dll (in system32) but even if I took ownership of it; I still cant overwrite it.
heck, I even tried booting into linux (in another partition) and even linux could not overwite this file :O
It is windows7 and I am fearing that somehow it got currupted and a format will need to be done on the hard drive. Can anyone offer any help?
(my maingoal was to make a program that would take my new ico files and patch the default ones; it was hard to find the right category for this question; my program would be only for person use only in advance ;)
