MCSE 2003 track to MCSE: Private Cloud

Simple question but have not found a clear answer. I have a MCSE in Windows 2003, and also an MCSA in Windows 2003.
My goal is to upgrade to the new MCSE: Private Cloud. Do I start with 70-649 to upgrade the MCSE to 2008 or 70-648 to upgrade the MCSA to 2008?
The website says that MCSA 2008 is clearly a foundation for the new MCSE:PC but says nothing about MCSE 2008. Hence my question.

Hi,
If you complete the 70-649 and 70-646 for the MCITP:Server Administrator you will also be awarded the MCSA: Windows Server 2008 then you need to complete the 2 private cloud 247/246 exams to be awarded the MCSE:Private Cloud.

Please be aware that we are talking different things when we refer to MCSE and MCSA depending on the context:
MCSE:2003 is "Microsoft Certified Systems Engineer"
-but-
MCSE:Private Cloud refers to "Microsoft Certified Solutions Expert", which is one of the new reinvented certifications and is not the same as the old "Systems Engineer" even though they share the same initials. See http://aka.ms/MSCerts
So you are not really "upgrading your MCSE", but rather "obtaining an entirely new certification".
