There is a detailed LCS 2005 document that explains the process:

So here is the full detail about provisioning process which will enable your SIP domain to federate with the PIC domains.
The provisioning process
To make a provisioning request, visit the following Web site: http://office.microsoft.com/en-us/communicationsserver/HA102030071033.aspx and then click the 'Public IM Connectivity Provisioning' link on the right.
This link is available at the following locations:•
A link on the MS Volume Licensing home page.
•
A link in the SP1 product documentation.
The Web site provides a form that you need to fill in.
a.
You need to provide the Microsoft account, licensing, and proof-of-sale information.
b.
You would receive a tracking code to reference in any follow-up communication.
c.
You would receive an e-mail address: lcsvlops@microsoft.com and is instructed to use this address for any follow-up queries.
This process may take 30 days to finish.
When provisioning is finished, you can configure connectivity on the Live Communications Server servers and users should be able to exchange IM messages with users on the America Online (AOL), MSN, and Yahoo networks.

I am struggling with this also. The links to the actual request form from the sites listed in the above posts take you to the MS Volume Licensing site and from there I cannot locate the PIC Provisioning form. I am working with my MS Reseller to see if he can help with this. -

Once your reseller has everything in properly and Microsoft gets it into their system the link should appear for you.
