Registering msxml3.dll failed with 0x80004005

regsvr32 msxml3.dll returns DllRegisterServer in msxml3.dll failed. Return code was: 0x80004005

Hello Noel,
YNoel your issue is with your XML services on the computer. If you compare your Diagnostic Report to others on the forum, you will notice that yours is missing a bunch of text below the "Office Details" line. We commonly refer to this area as the XML blob. This is caused by a missing Registry Key.
I will provide you the steps to resolve this XML issue.Fix (Part 1):
1) Click “Start” button, then “Run”
2) In the Run window, Type: regsvr32 msxml3.dll <Click OK>
(Note: This will register the msxml3.dll and the registry entry ‘HKEY_CLASSES_ROOT\MSXML.DOMDocument’ will be generated)
If this does not work, the msxml3.dll may be missing or corrupt. Follow the below Fix (Part 2), in that case:Fix (Part 2):
1) Go to the Microsoft XML Parser (MSXML) 3.0 Service Pack 7 (SP7) download page at: http://www.microsoft.com/downloads/details.aspx?FamilyID=28494391-052b-42ff-9674-f752bdca9582&DisplayLang=en
2) From the files available, download “msxml3.msi”
3) Double click the file and follow the steps to install.
4) Click “Start” button, then “Run...”
5) In the Run window, Type: regsvr32 msxml3.dll <Click OK>
Please be sure to backup or otherwise offload any data from the hard disk prior making any changes in the registry. You should be okay because the files are being registried and no changes but still a good idea to ensure any critical data is saved. Please let us know if the above steps resolved your issues. Your recomendation is exactly what I did.
And it FAILED with 0x80004005 which is why I posted the question.
Any suggestions?

ICan you please run the MGA diagnostic test? This information is really needed for us to analyze the big picture. Based on what you posted the XML recommendation I provided should have worked. AFter you post the MGA diag results we can better analyze the sitaution.
Download and run the utility at this link http://go.microsoft.com/fwlink/?linkid=52012 , then click the Windows tab, Copy to Clipboard, then paste the report into a New Post on this Forum.
Step 2 is tell us about the COA. Tell us:
1. What edition of Windows XP is it for, Home, Pro, or Media Center?
2. Does it read "OEM Software" or "OEM Product" in black lettering?
3. Or, does it have the computer manufacturer's name in black lettering?
4. DO NOT post the Product Key.
5. Please also provide a short description of the issue you are experiencing.NOTE: The data collected with the Genuine Diagnostics Tool does NOT contain any information that can personally identify you and can be fully reviewed, by you, before being posted.

Getting a error on Validation: 0x80080299
Went to the Diagnotics and got:

Thank you for working with us while we try and provide you with a resolution. I have tried different resolves surrounding possible scenarios for WGA based on the feedback and error codes received. The problem which you are experiencing may not be within the scope of WGA.
Your last post provided good information 0x80080299. In turn this was why I previously provided you with steps for the Crypto error. Error code 0x80004005 coupled with messaging DllRegisterServer in msxml3.dll failed. In reality, this problem is with Windows Updates rather than Windows or Office Genuine Advantage. I have found the same issues where reinstalling SP7 for MSXML 3 does not work.
I managed to resolve it by applying MSXML 4.0 with SP3

So if you are not dependant on MSXML 3 upgrade to MSXML 4
