Perhaps a server refresh should occur more often than once every two weeks. :/

Let me get this straight.
You are pointing out that you observed that the forum view (or search results) displayed the status of the thread as "proposed", whereas the thread view displayed the status as "answered"? And it sounds like you're reporting this as a bug?
Clearly there are replies in the thread that have been marked as answer. And the thread seems to have been answered for a while. The question is, why does the forum view still display the thread as merely "proposed"?
Do I follow you?

Definitely not a timing issue. The thread first got a marked answer on: 2013-08-22 13:31:05Z and again seconds later on 2013-08-22 13:31:08Z. And it's 2013-09-04 (Z) already by my watch.
And it's still busted as of me posting this. You can reproduce the issue by searching for the thread title "Information for New learner":
Here's a repro link: http://social.msdn.microsoft.com/Forums/en-US/home?category=sqlserver&sort=relevancedesc&brandIgnore=True&searchTerm=Information+for+New+learner
The search yields results with that thread as the first hit, which is still marked only as proposed.
I concur that it's a bug.

I suspect it might be a server refresh issue that's random, isolated, and temporary.
