Provide comment for Windows folders.

  It is better to provide comment / description for Windows folders.

  I found difficult to identify description of a folder. I have  100's of folders in my drive. It would be better to ask for a comment /description while creating a folder or a file. As we cannot put all the description of the folder in the file name.
