VoIP vs PSTN - International Restrictions

  Hi, I wondered if anyone could help me with this questions please.

   

  I have a French/German/Italian freecall numbers, which connect to a company in the UK and play a message.

  I want to test dial these number from the UK (to ensure they work when I change the messages) but when I dial over PTSN they don't connect, this is a limit on the PSTN network.

  If I were to dial these from a VoIP phone, would I face the same connections restrictions? I don't have a VoIP phone to test. Any advice would be gratefully received.
