Microsoft Office 2007 Error Code 1402 RRS feed

  • I am using Microsoft Office Ultimate 2007 on Vista and I have to reinstall it because Outlook is not functioning.  However I get an error code "1402 Set Up Cannot Open Registry key" when trying to install/uninstall or repair.  The key is listed as follows HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\InternetExplorer\Main\FeatureControl\FEATURE_RESTRICT_ACTIVEXINSTALL.
    I have tried giving special permissions full control to the key in reg edit but the Key is blocked and access is denied.  I have deleted the 0pa12.dat file as well without success.   Is there any way to get the Office 2007 to uninstall and safely reinstall, or is it ok to delete the affected registry key without damage to the registry? 

    I am am almost certain that the Office 2007 software is genuine especially beacause the other programs such as Word function properly.

    Thank you for visiting the Windows Genuine Advantage (WGA) program forum. I understand the inconvenience you are currently experiencing. We have seen numerous issues from customers who were provided a Volume License Key (VLK) on their computer that has either been blocked by Microsoft or generated by a fake product key code generator. WGA currently provides checks for these types of product keys and prompts the user to notify them of this situation. More invalid product keys are being identified daily and WGA is constantly refreshing its database with these newly identified product keys and immediately blocks them.

    As a rule, VL editions should not be sold to individual consumers. Businesses, schools and governments normally use VL editions for flexibility in installing many computers.  Also, Volume Licenses for Windows XP is Upgrade licenses ONLY and cannot be used as the original or base license for a new computer.  AD 10 if this is a corporate system please ask your systems administrator to logon to the eOpen site (
    https://eopen.microsoft.com/EN/default.asp) and confirm what your company’s assigned VLK. If this computer is not a corporate system please uninstall Microsoft Office Professional Plus 2007. Next please restart your computer and try to Validate once again.


    You have a couple options available. First you should have been given the option to "Get Genuine" when you failed OGA validation. Here you may purchase an OGA Kit from Microsoft and become genuine. Next you can take the software back where you made the original purchase and either request a genuine copy of Office or return your monies. Next I would recommend for you to file a piracy report by following the directions @
    http://www.microsoft.com/piracy. Please locate "Reporting Piracy" in the upper left corner.

  • You can use a software called Unlocker to get rid of 0pa12.dat.

  • I just tried using unlocker and it deleted the "0pa12.dat" file and   I  ran the uninstall but nothing changed(same error) except it prompted me to restart.   I did so and I checked the file and it was right back where it was.  I also rolled back my IE8 to IE7 as that seemed to be the key affecting MSOffice.  I then tried another uninstall of Office and there was the same result with a different key listed.  I tried giving that key special permission in reg edit but access is  denied.  Now when I try to uninstall/reinstall I am back to the first error I began with.

    Am I missing something?

    The customer's Office was installed with a blocked volume licensing key meaning it is non-genuine. Curious why would you have the customer use a third party software utility for removing the Opa12.dat file? If the customer had a genuine version of Office but had a problem with the Opa12.dat file there are proceedures established for fixing this. Please search the forums and see the fix action which has been offered customers in the past.

  • Thank you for all the information.   All of this comes as quite a surprise and unfortunately since I got the software from a friend a while back I don't know how to reclaim the software's originality.  I would very much like to uninstall the defective product but when I do I prompted with the original error code 1402.  Is it possible to delete from the c:drive without remnants of the defective software remaining on my pc?
