Hi,
Bulk edit in crm v4.0 can be accessed via the 'More Actions > Edit' option available on most views. You will be limited however to updating 250 records at once (depending on your personal options).
Alternatively, you can export your contacts to Excel, amend the 'Sector' values then import. Assuming you have applied Rollup 9 or later, when you import the contacts from your Excel spreadsheet, an update will be performed due to 'Column A' holding the GUID of the contact.

If you are inserting the one value into all records you can also create an on-demand workflow with an update step and run it against 250 records at a time.
