I have tried activation several times. I ran the Microsoft Genuine Advantage Diagnostic tool and recieved the following information.

The installed Product Key is an OEM_SLP Key - and will only work in conjunction with the manufacturer's Recovery media.
This machine looks as if it came with Windows 8 install with a possible downgrade to Windows 7SP1 - however, the installed OS is Windows 7 RTM, which was probably installed from retail media.
You need to reformat and reinstall using the proper media - the Recovery media from HP.
