    I have a few ideas:

    - Maybe a firewall is blocking the access. Did you try to disable all firewalls (just for a test).

    - If I understood your problem correctly, you just start the debug with visual studio running a minimal web server on its own. Normaly that should be possible without administrative rights. But maybe you give it a try and start Visual Studio with administrative rights.

    - Maybe it makes sense to follow the directions in http://support.microsoft.com/kb/920719. (If you have a 64 bit system, the paths are correct. If you are working on 32 Bit, the directory is just Framework and not Framework64)

    Hopefully one of these ideas help.

    And maybe you want to consider upgrading. The 2005 version is quite old and 2010 is out there with a lot of new features. The progression in ASP.Net was great so you miss a lot. And maybe even the Express Edition would be a nice upgrade already (depends on your current version. If you have the Enterprise Edition - or was it already called Team Edition? - then you might miss some important stuff when switching to Express).
