Hello, MS. I was unable to reply back to the last post. I am starting over and appreciate your help.
This PC is a Dell with OEM purchased Office 2002 SBE and on Win XP Pro SP3. I am unable to update office.
1. I am logged in as the admin.
2. The office validation diagnostic tool says everything passes.
3 . When I go to individual applications and try to activate, the response is that the applications are already activated.
4. I have uninstalled Office and reinstalled from the original CD with the original product key.
5. I have tried deleting data.dat.

Office XP Small Business is not activated and may be causing the problem. However Office XP for Small Business is no longer supported with OGA as is the Office XP products.
Typically, there are two methods for activating Office; telephone and the Internet which is the easier of the two methods. Here is the website on Office XP activation:

NOTE: As of August 2001, the Office XP Subscription License is not available in the United States.
