Go to http://onecare.live.com and review the system requirements to make sure that your PC meets at least the minimum requirements. Make sure that you are in a support country, too.
Download and install the trial version. Once the installation is complete, you will reboot the PC and OneCare will start. If all is well, you will have a green icon in the system tray for OneCare. If it is yellow or red, it will tell you what action or actions to take to get to green.
If your system does not meet the minimum requirements, have a look at http://ww.avast.com for a free home version of their antivirus program that runs on just about all versions of Windows.

I just downloaded trial version and after completion of installation, it prompted for restart. Where is the system tray for OneCare? At the bottom ? I do not see any rellow or red or green sign for the one care. It is also not in the programs list after clicking on the start button. Does that mean it was not sucessfullly downlaoded?

It should appear in the system tray as a green circle with a "1" in it. You can see what it looks like here: http://onecare.live.com/standard/en-us/members/getstarted.htm
In your Programs list, it is Windows Live OneCare under All Programs and its icon is a blue circle with a "1" inside.
If you are running other antivirus or security software that is conflicting with OneCare, it might cause it to not be running properly.
