downloading live one care virus software via wireless public system, not able to

  I am at a public library using wi fi. brand new laptop, no anti virus software installed. I disabled firewall and tried to download windows live one care, it almost fully downloads, then i get a message it cannot be done:  error code     0017-80040240    where do i look up code?  and does library server have something to do with this?
