c# with webservice

   we have two branches
  every branch having SQL server and every branch having ADSL internet line
  we dont have any web server in our office or branches
  how can i take sql server database's tables' data through C# forms by using web service

  before i had IP VPN connection between the branches
  But for cost management disconnected IP VPN line
  
  wht is the proper solution ..can any body guide me..??
