Shifting user files to a new computer XP to XP

Question
-
I am upgrading my system and will be reinstalling XP, I remember seeing a guide / utility to back up files from one system and restoring to another.
I can not seem to locate it now- Moved by Bruce AdamczakMicrosoft employee Monday, January 4, 2010 9:40 PM to locate correct forum (From:Windows Perfmon and Diagnostic Tools)

The shortcut may just be missing so try running it from the command line.
%SYSTEMROOT%\system32\usmt\migwiz.exe
Failing that these two may help.

Excellent , Thank you,
Exactly this is what I had noticed earlier, but I do not see any "Files and Settings Transfer Wizard" at that location (which is probably why I could not find it).
Any other way of running it ?
Update
I just tried downloading and installing Update for Windows XP (KB896344) - Downloaded fine, but did not install - says my existing service pack is newer then this one.- Edited by The_Indian Saturday, December 19, 2009 10:10 PM further action taken

Thanks, but already tried that (mentioned above) - it refuses to install saying I have a newer service pack - that what I am trying to install.
