  • 0023 sometimes means that a required update has not been installed prior to installing OneCare.
Go to Windows Update and install all offered critical and important security updates.
    Try the installation again.

See this post for the KB article to troubleshoot install problems - http://social.microsoft.com/forums/en-US/onecareinstallandactivate/thread/ba26b781-da18-4ce4-be8c-22647bd5d8fc/

OneCare online Help also identifies another possible cause as conflicting security software:

Error 0023-80070643: Problems with third-party security software

You may receive this error when you try to install Windows Live OneCare. The problem may be caused by third-party security software or by an incomplete installation of a required update. To resolve the problem, restart your computer, and then try to install Windows Live OneCare again. If the problem isn't resolved, remove all third-party antivirus or firewall (Software or hardware that helps screen out hackers, viruses, and worms that try to reach your computer over the Internet. Some firewalls also prevent unauthorized programs on your computer from making connections outside.) programs from your computer.

To uninstall all third-party security programs in Microsoft Windows XP:
    1. On the Start menu, click Run.
    2. Type appwiz.cpl, and then press ENTER.
    3. In the Currently installed programs list, click the entry for the third-party antivirus or firewall program, and then click Remove.
    4. Repeat these steps for each third-party antivirus or firewall program installed on your computer.
    5. Restart your computer, and then try to install Windows Live OneCare again.
To uninstall all third-party security programs in Windows Vista:
    1. In Windows Vista, on the taskbar, click Start, and then click in the Start Search text box.
    2. Type appwiz.cpl, and then press ENTER.
    3. In the Uninstall or change a program list, click the entry for the third-party antivirus or firewall program, and then click Uninstall/Change.
    4. Repeat these steps for each third-party antivirus or firewall program installed on your computer.
    5. Restart your computer, and then try to install Windows Live OneCare again.
