Hello,
As Michael said, we would need more details to be able to advise. You dont mention why you are querying the specifications of the server, do you have performance issues etc.? If you are sticking with 2013 here are the server spec guidelines :
You are short on RAM on each server but unless you are seeing memory performance issues, this might not be an issue.
If your upgrade query is referring to Project Server 2016, the system hardware requirements are very similar but different software requirements: https://docs.microsoft.com/en-us/project/software-requirements-for-project-server-2016. If you were upgrading to 2016, hardware requirements would also depend on things like, is the farm usage going to remain the same as in 2013 - same services running etc., is the service usage going to remain the same as 2013 - same max peak concurrent users etc.
Hope that helps.

Hello SamDany
Your question is not to clear. As far as upgrading to Project Server 2016, it just depends if you need some of the new features in next version. There are not many new features. Perhaps SharePoint 2016 has new features that you would be interested in.
With that said, Project Server 2013 and SharePoint 2013 will not be supported in 2018, so it may be a good idea to start planing and keeping the version running that Microsoft supports. SharePoint 2019 will be release soon. I am guessing end of this year or start of 2019, but its coming.
