The most common cause of this problem is that .Net Framework 2.0 is corrupt on your PC.
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.
Alternatively, see this KB article:

To remove a corrupt .Net Framework install, use this tool:

1.I use the to remove a corrupt.net framework
2. I use the download of Net.Framework.
It obviously removed my onecare, I want to down load that again but the last time I tried it i downloaded the 30 days trial and it keeps poping up "you have only 15 more day to buty it.. I need to go where my subcription is and download it from there.
Just did a search and see that onecare but its not at the bottom tool bar where I can click it to active it. I need to open it up.

Removing and reinstalling .Net doesn't remove OneCare. OneCare will be broken while .Net is not installed, but after a reboot, it should spring back to life. Have you rebooted again after the install of .Net?
If you do reinstall OneCare, you'll need to activate it once again with the LiveID for your subscription. Confirm the LiveID by signing in at http://billing.microsoft.com first.
